Support Area and International Studies

Legislation to reauthorize area and international studies programs may be considered shortly by the Senate Health, Education, Pension and Labor (HELP) Committee. The International Higher Education Act of 2003 (HR 3077) that passed by the House last fall authorizes funding for area and international studies programs but puts into place an independent Advisory Board that may threaten academic freedom and intellectual inquiry.

The International Education Advisory Board would study, monitor, appraise, and evaluate a sample of activities of international programs in order to provide recommendations to the Secretary of Education and Congress on improving the programs and ensuring the programs meet the purposes intended and reflect the diverse and full-range of views on world regions, foreign languages, and international affairs. There is concern that the investigative authority of the Advisory Board is overreaching and may intervene in the instructional content, curriculum or programs of instruction at institutions of higher education.  There is concern, also, that the Advisory Board lacks accountability through the term of the authorization (September 30, 2009).

AAA urges members who are constituents of Senators on the Senate HELP Committee to contact their Senators and voice their opinions about HR 3077 via letter (electronic or fax) or telephone.
