Paper Title: POWER IN THE MIDDLE: STRUCTURE AND MATERIALITY OF RIVAL POLITICAL SYSTEMS WITHIN CONTEMPORARY NATION STATES

Abstract: In both industrialized and developing nations, the normal power of the state can falter in both cities and rural heartlands. Rival political authority rooted in both territory and culture effectively thwarts the police, tax authorities, and other government agencies, enabling both a shadow economy and periodic mass resistance against the state. This paper documents the horizontal connections that flourish beneath the controls of state-level systems, using examples drawn from indigenous Andean political groups and Los Angeles gang culture. The authors argue that within the oppressive hierarchies of national society, local leaders can reproduce a durable, decentralized and translocal political structure. Such power is crucially dependent on materialization strategies that involve inscribing relations in and through language and linguistic codes, clothing, body markings, and even in the infrastructure of neighborhoods. Such political systems are volatile, the leadership variable, and its engagement with the state is often unreadable except after the fact. Yet, unpredictability does not mean fragility. These cases reveal the effectiveness of form, sign, and material as contemporary political tactics.
