Paper Title: FROM APPLE PIE TO ROAD KILL IN TUCSON: WHEN POLITICS RUNS OVER YOUR COMMUNITY-BASED PROJECT

Abstract: Community heritage is often a “mom and apple pie issue” that almost everyone can love. City of Tucson voters approved a downtown revitalization ballot issue ($320 million) by roughly 60 percent in November 1999. The focus on community heritage was a key to gaining such strong support for this measure known as Rio Nuevo. Over the past decade major archaeological and historical research efforts were funded by Rio Nuevo, and major outreach efforts brought thousands of community members of all ages into direct encounters with the rich 4,000-year history of this community. However, as time passed and planning study after planning study seemed to lead nowhere, this project became a focus of community scorn. The local newspaper bashed the project with regularity, a City Manager was fired, and politicians tainted by association with the project were challenged and in one case defeated at the polls. This project illustrates the challenges of integrating community heritage into long-term programs. The historic preservation community and other community leaders are developing new strategies to harvest some of the positives of the Rio Nuevo program and carry them forward.
