Las Haldas, the largest and most complex early Peruvian coastal site, is enigmatic because it was the capital of an aggressive Initial Period (2150-1000 BC) polity yet it lies adjacent to the seashore and at least 20 km from the nearest arable land. This contrasts markedly with the settlement pattern documented for both antecedent preceramic and contemporary early ceramic polities that typically have inland capitals with their location predicated on irrigation agriculture. Using data from Peruvian, French, Japanese, and American fieldwork in the area plus our excavations at Las Haldas and within the nearby Casma Valley, we describe the emergence and florescence of this substantial coastal-based polity that coexisted with the much-grander Sechin Alto Polity based farther inland within Casma. As the Sechin Alto Polity declined during the late Initial Period, the Las Haldas Polity expanded both along the coast and inland, establishing administrative satellites. These satellites deliberately intruded upon Sechin Alto Polity sites, thereby tangibly demonstrating the dominance of the ascending Las Haldas Polity over the recently weakened Sechin Alto Polity that had effectively governed the Casma Valley area for centuries.
