Paper Title: THE POST-KATRINA SHOTGUN HOUSE

Abstract: Hurricane Katrina continues to affect New Orleans 5 years after the morning of August 25, 2005 when that killer storm swept in from the Gulf of Mexico. The widespread destruction resulting from Katrina -- and its follow-on companion Rita -- is well-known. When the city’s vast levee system failed at more than fifty locations, 80% of the city was flooded and 1,464 people lost their lives. Even now many families are still struggling to recover lost homes and the city’s population that recently numbered almost half a million is now reduced to 181,400. Given that so much of New Orleans’ housing stock consisted of one-story wooden structures raised only slightly off the ground, the rot initiated by a long period of standing water led to the destruction of many houses. The need for repair, renewal, or replacement of these buildings -- much loved because they are distinctive and longstanding emblems of the Big Easy -- is readily apparent. It was initially hoped that a robust program of rebuilding would bring various groups of displaced residents back to their city. Further, it was expected that these rescued buildings would be seen by future generations as markers of heroic endurance. But recovery from the storm's devestation is still stymied largely because the Post-Katrina houses are seen as strange, bizzare structures with little connection to New Orleans.
